Microphone Preamp

When I use a XLR mic and a Griffin to 3.5 mm cable with GarageBand, I hear snoring. How can I stop this?
I have a Shure PG58 Microphone and if I do it with my old Live! Creative 24-bit sound card and an XLR cable and phantom was 3.5 mm I not a constant buzz. Would always be a microphone pre-amplifier solve my problem?
Your mic is probably broken, you must purchase a again.
